Helsinki University of Technology | Master's thesis(2005) Virtanen, JohannaThe objective of this thesis was to create a regional development project process model for SRV Viitoset. The research methods used were a literature study and two case studies. The process model should express all participating parties and their roles in different phases of the project. The case study interviews' additional objective was to find out how the organization and management of cooperation and the cooperation itself are greatly experienced. The interviews were expected to bring out development ideas for the cooperation and to enable learning from experience. The research was made for SRV Viitoset to complete and support the existing Viitoset-model in development projects. The thesis consists of three parts: Literature study and creation of theoretical process model, description of cases and applying process model to cases and the interview study. Public Private Partnership -cooperation and applying it to regional development projects is studied in the literature part. Also the advantages and disadvantages of cooperation, the related roles and risks and land allocation are studied. The output of the research was developer-and municipality-oriented process models for implementation of regional development projects. In the developer-oriented model the construction company acts as the developer and the process progresses according to the company's methods. The municipality-oriented process progresses according to the municipality's land allocation process. Regional development project consists of the development project and the construction project. The progress of the development project depends on the land owner, the developer and the role of the construction company. The most significant difference in the construction company's point of view is, that the company takes part in the municipality-oriented process only from project planning phase onwards, whereas in the developer-oriented process the construction company is involved from the beginning. The created process models were tested in case-projects and the models suited well for the case projects. It came out from the interview study results, that proper risk identification has not been conducted in the projects and all possible risks haven't been even acknowledged. Fundamental risks in regional development projects are only partial implementation of the project, delay of implementation and complaints about plan proposal. Generally the cooperation was considered useful and smooth, because all the parties have common goals and a willingness to develop the region. - Luovuus ja flow taiteellisessa työskentelyprosessissa
