- Päätösanalyysi vuorovaikutteisen suunnittelun tukena - Tapaustarkastelussa Koitereen säännöstelyn monitavoitteinen kehittäminen

Starting point for this study was the positive experiences of applying decision analysis tools in regulation development projects in Finland and Canada. An approach, that combines the useful tools from both countries, was developed using these experiences as a foundation. The tools were applied to support the collaborative planning process and to improve the quality of the project. The goal of the study was to examine both the applicability of the decision analysis tools in collaborative planning and the applicability of the approach. The tools were applied in the work of the steering group of the development project. Value Focused Thinking was applied in a decision analysis work shop, in which the objectives of the different stakeholders were analysed and structured. REGAIM -model was applied in the personal decision analysis interviews. With REGAIM -model target regulations was created for the steering group members. The target regulations were used to create regulation alternatives and the impacts of the alternatives was discussed in the steering group. Next the conflicting objectives, that emerged, were compared in a trade-off analysis. At the end, through a few suggestions, a consensus solution between different stakeholders for the recommendations for the regulation practice was found. The decision analytic approach that was applied in the development of the regulation of the Lake Koitere was found useful. Both the feedback from the different tools and the answers from the enquiries pointed out, that the steering group of the project felt that the applied tools were useful for the whole process and for the outcome of the process. The approach helped in the reconciliation of the conflicting objectives of the different stakeholders. It also contributed to the consensus process where the confrontation between the stakeholders was remarkable in the beginning. Decision analysis tools can be applied in all kinds problem and they can be exploited in every planning process. Because of this, decision analysis tools and the approach that was developed in the development of the Lake Koitere can be put to use also in other environmental planning processes. Nevertheless, the tools that were applied in the approach should not be followed strictly. School of Engineering | Master's thesis(2013) Ahopelto, LauriWater scarcity is defined as human-induced excessive water use in relation to the available water resources. The objective of this thesis was to apply the new EU water scarcity indicator (Water Exploitation Index +, WEI+) in Finland to find out whether there has been water scarcity in Finland during years 2000-2011. The second objective was to examine whether WEI+ indicator is better than the earlier water scarcity indicators. The indicator is a part of the European Commission's new blueprint to safeguard Europe's waters, which was released in November 2012. WEI+ analysis was carried out in Finland annually for 37 water basins, and of these, twelve were also tested on a monthly basis. In addition, a case study was carried out with the indicator for an artificial ground water project in Virttaankangas to assess its impacts on water scarcity. The indicator was also evaluated on six criteria. WEI+ analysis assesses the human-induced stress towards the water basin. The water that returns to the basin after use is reduced from the abstraction of water. The result is then divided by the amount of natural water resources. The resulting percentage value is compared to threshold values that indicate the severity of water scarcity. Abstraction and returned water are not measured accurately in Finland. Therefore, the values are largely based on the literature. The results show that Finland does not have annual water scarcity, but slight seasonal water scarcity occurs during summers in the river Aurajoki, river Uskelajoki, river Sirppujoki and river Paimionjoki. With further studies in mind, it is advisable to make an annual analysis of all the Finnish water basins and in addition the monthly analysis, if the annual analysis is more than one per cent or the total agricultural area of the basin is more than 20%. The artificial ground water project in Virttaankangas is a great project in terms of water scarcity, because it would eliminate the seasonal water scarcity in river Aurajoki and river Paimionjoki. One of the most important features of the Water scarcity indicator, besides raising awareness, is its ability to show areas that are more prone to drought. Decision makers are able to target these areas with more studies and possibly water saving techniques in the future. - Salon keskusta-alueen tulvasuojelutoimenpiteiden mitoitus ja arviointi
Insinööritieteiden korkeakoulu | Master's thesis(2015-06-08) Nelimarkka, JussiUskelanjoki virtaa Salon kaupungin läpi ja varsinkin jääpatotulvatilanteissatulvavedenkorkeudet uhkaavat nousta maa-alueille. Tässä työssä tutkittiin valittujen tulvasuojelutoimenpiteiden vaikutuksia tulvavedenkorkeuksiin Uskelanjoessa sekä Salon kaupungin keskusta-alueella. Tavoitteena oli löytää Uskelanjoen tulvimisen ehkäisyyn kustannustehokas ratkaisu. Työssä mallinnettiin Uskelanjoen vedenkorkeuksia yksidimensionaalisesti käyttäen HEC-RAS -mallia. Mallinnus suoritettiin mitoitustulvalla tulvasuojelutoimenpiteille, jotka olivat jäidenpidätysrakennelmien rakentaminen, ruoppaus, pengerrys sekä näiden vaihtoehtojen yhdistelmät. Mallinnuksesta saatujen tulvavedenkorkeuksien avulla laadittiin tarkastellulta uomaosuudelta tulvavaarakartat sekä tulvavahinkoarviot. Näiden tietojen pohjalta voitiin vaihtoehtojen hyötyjä vertailla käyttämällä kustannus-hyötyanalyysia. Kustannus-hyötyanalyysin tuloksista havaittiin, että jäidenpidätysrakennelmat osoittautuivat parhaimmaksi tulvasuojeluvaihtoehdoksi Uskelanjoessa. Muutkin työssä tutkitut vaihtoehdot antoivat positiivisia nettonykyarvoja. Epävarmuuden kumuloituminen vedenkorkeuksien mallinnuksesta hyötyjen ja haittojen arviointiin luo oman epävarmuutensa tässä työssä laskettuihin arvoihin. Tätä epävarmuutta on tutkittu työssä käyttämällä herkkyysanalyysia. Herkkyysanalyysin tuloksia tarkastelemalla jäidenpidätysrakennelmien rakentaminen osoittautui kaikkein riskivapaimmaksi vaihtoehdoksi Uskelanjoen tulvasuojelussa.
