Although social media data have been used to access citizens’ perceptions in various fields of study, they have yet to be adequately examined in the area of land-related policies. This study showcases the potential of the use of social media data to access citizens’ perceptions of land-related policies in the context of a developing country. We systematically selected YouTube videos with expressions of citizens’ perceptions of the Rural Grazing Area settlement programme in Nigeria. The findings from the social media data indicate that whilst some people perceived the policy’s potential benefits, most expressed dissatisfaction with it, and some suggested alternative policy approaches. The results suggest that social media data may be a promising avenue for accessing citizens’ opinions even in the case of land-related policies. Social media data must be accessed and used with caution, however, taking into consideration their limitations. This study’s main contribution lies in the demonstration that social media data can provide valuable insights into citizens’ perceptions of sensitive interventions, including land-related policies. - Adapted institutional analysis and development framework for understanding customary land institutions in sub-Saharan Africa – A case study from Nigeria

Strengthening community rights continues to be an essential land policy goal, and several studies have focused on ways to improve local land governance through CLIs. Relatively limited attention, however, has been paid to understanding these institutions in themselves. The present study addresses this gap and develops an analytical framework built on the well-known institutional analysis and development framework to support the understanding of CLIs in the context of sub-Saharan Africa (SSA). The framework was developed through a hermeneutic review of literature on CLIs in SSA. Accordingly, we mapped and classified the literature based on the concepts in the institutional analysis and development framework. The developed framework facilitates a detailed analysis of the contextual factors and customary land practices of CLIs, enabling a determination of their adequate and inadequate aspects. The framework was applied to understand the CLI in Ile-Ife through content analysis of primary and secondary data on the CLI. The case study application suggests that the framework can enable the understanding of CLI and the identification of the potentials and weaknesses within the institution. Notwithstanding, further exploration of the proposed framework should be carried out in other SSA contexts to validate its functionality. - Analyzing the impact of redevelopment on urban communities: developing strategies for successful inclusive integration

The effect has been a great deterioration to affordable housing in cities worldwide. Redevelopment has thus arisen as a response to decreased land availability, as cities seek to find space for development where possible. The issue is these developments often require great financial investment, and result in gentrification and displacement of existing residents upon completion. The purpose of this study is thus to understand the reasons for redevelopment, its potential for displacement of moderate / low income communities, and strategies which have been successful in retaining the presence of low income residents even with transformative redevelopment. The research is carried out as a mostly quantitative case study, as the influence of redevelopment on pricing and demographic change in New York is analyzed. The research is thus largely a study of sales in areas affected by redevelopment and how they have changed in respect to the control group. Additionally, with inclusive housing acting as the primary tool for affordable housing creation in new developments, the practice is studied and analyzed in great detail as a method of inclusivity. Recommendations are then made on the basis of quantitative changes resulting from redevelopment, and methods for redevelopment considered most inclusive and beneficial to existing communities. - Applying Text Mining for Identifying Future Signals of Land Administration

This paper exploits text mining techniques for investigating future signals of the land administration sector. After a careful review of previous literature on the detection of future signals through text mining, we propose the use of topic models to enhance the interpretation of future signals. Findings of the study highlight the large spectrum of issues related to land interests and their recording, as nineteen future signal topics ranging from climate change mitigation and the use of satellite imagery for data collection to flexible standardization and participatory land consolidations are identified. Our analysis also shows that distinguishing weak signals from latent, well-known, and strong signals is challenging when using a predominantly automated process. Overall, this study summarizes the current discourses of the land administration domain and gives an indication of which topics are gaining momentum at present. - Asunto-osakeyhtiö ja huoneistotietojärjestelmä

The growing flow of workers driven by globalization has increased the demand for their services over recent decades. Aparthotels' main user base consists of business travellers and, to a lesser extent, tourists. The aim of this thesis was to study aparthotels and young adult students' attitudes towards them. The study is divided into two parts: the first part, a literature review, presents research on aparthotels organized thematically, while the empirical part uses a questionnaire to gather data on students' attitudes toward aparthotels. In the empirical section, respondents evaluated the importance they place on various services, their willingness to pay for them monthly, and their general attitudes towards aparthotels. The literature review results indicate that aparthotels are characterized by rooms that are larger than typical hotel rooms and are primarily targeted at business travellers. Another observation is that these key features have remained largely unchanged over time, although the user groups have diversified as the concept has become more widespread and travel has increased. The empirical findings showed that the collected data could not establish a linear relationship between the perceived value of services and the willingness to pay for them. However, the quantitative research identified which aparthotel services and features the target group valued. The study indicates that students' attitudes toward aparthotels vary. It was observed that students view aparthotels as a potential housing option, particularly in uncertain life situations where the flexible lease terms offered by aparthotels provide added value. Another significant factor in their attitudes was the price of aparthotels. The findings of this study can serve as a foundation for further research into students' attitudes towards aparthotels. - Blockchain as a technological solution in land administration - What are the current barriers to implementation?

Especially blockchain technology has drawn the attention of land administration society during recent years. In contrast to the current centralized cadastral systems, blockchain offers a possibility to create a decentralized and transparent database. However, a thorough investigation of the possibilities and drawbacks of the utilization of blockchain technology for registering cadastral information is still missing. In this paper, we conduct a literature review of the operation and features of blockchain technology. Further, we study potential benefits and barriers related to implementation of the technology using a qualitative approach. Our findings indicate that at least technical, social and juridical barriers exist. - Cadastral mapping and land registration authorities' strategies in European countries

Cadastral systems are part of the land administration systems, and they play an important role in many aspects of society, like land markets, land valuation, taxation, and security of land related rights. Cadastral systems have changed as mankind’s relationship to land has changed over the centuries. Many developed nations are in the final phase of cadastral system evolution and there is uncertainty around further development steps. Therefore, the strategies of the authorities responsible for developing and maintaining these systems should be studied. This thesis studied the cadastral mapping and land registration authorities’ strategies in Eu-ropean countries. There were four research questions regarding strategy processes, strategy goals, strategy communication and implementation, and drivers of strategy work. The research was conducted by first analyzing existing literature about strategy and cadastral systems. Next, in an empirical study, information was gathered from 18 European organizations responsible for cadastral mapping and land registration with an online questionnaire. The data was analyzed using qualitative data analysis methods. The results were divided into four categories corresponding to the research questions. The results of this study show that strategy processes were most often conducted in a 4–5-year cycle. Surprisingly, 33 % of the organizations did not conduct formal strategy work on a regular basis. In most cases, majority of the members of the organization had an opportunity to affect strategy formation. Strategic goals were most often related to digitalization, accessibility, customer needs, and quality and availability of cadastral data. Strategy was commonly well communicated in the target organizations. However, many organizations conducted only few practices to improve communication of strategy. Monitoring of strategy implementation was only practiced in 53 % of the organizations. The most important drivers of strategy were policy changes, customer needs and changes in business environment. - The changing uses of cadastral information : a user-driven case study

This paper focuses on one aspect of land administration dynamism: the changing uses of cadastral information. We follow a qualitative approach and offer an overview of why, how, and in what form user groups use cadastre and land register data in Finland. We then explore different user groups’ perceptions of emerging changes and discuss their implications for the future land administration system. We identify six major changes that potentially have such implications: the streamlining of environmental permit procedures, the integration of public services, three-dimensional land use planning, tightening banking regulations, digital services, and e-government, and coordination among public data agencies. The paper addresses the relatively unexplored customer side of cadastral information and reiterates the need for an interoperable, accurate and reliable land administration system. - COVID-19 pandemic in Finland : Converting a forced digitalisation into an opportunity

Quick measures to support economic stability and institutional resilience were undertaken by the Finnish government. Private entrepreneurs could apply for funding to convert their products into digital format or develop digital platforms. The digitalisation of public services has been ongoing for years, but institutional change is slow and has tendency to resist the change. The sudden disruptive situation caused the change to speed up. The geographic location, sparsely populated country, and lack of digital skills especially among the oldest citizens have, however, brought challenges in the resilience of the society. While the preparedness for converting public and private services into digital format was high, the willingness or ability of citizens to use them have led to awareness of social resilience as part of recovering from the shock. For building and supporting the design of even better digital tools and services, the role of geographic data has become more important. Economic, institutional and social resilience rely heavily on this data, which emphasizes the importance of open and accessible data. - Customer-oriented approach in cadastral procedures – Case study from Finland

Public service providers have raised awareness towards customer-oriented approaches in their procedures during recent decades. This study discusses the relevance of adopting a new approach in cadastral procedures by presenting a new method to obtain a subdivision procedure. This is done by conducting a literature review followed by a description of this new method in Finnish local government, the city of Tampere. After that, the study presents views of customers involved in the procedure collected by interviews. The results show that customers of the subdivision process value direct contact with authorities to ensure their interests to be taken into consideration. Eventually, the study proves that new co-operative methods with and within authorities are essential as well re-evaluating organisational culture values and methods. - A Digitalized Property Formation Process?: Comparative study of legal qualifications in Finland and Sweden

Several projects focus on standardization of spatial data, electronic transactions of real property, physical plans in digital format, etc. The focus of most projects is on technical and organizational aspects of these potential developments. Legal features do occur, but are mostly devoted to protection of personal data and privacy. The emphasis in this study is on legal structures and relationships in real property law, applicable in property formation processes. The objective is to compare the legal system for property formation in Finland and Sweden concerning potentials and obstructions for digi-talization and automation of the legal process for examination and adjudication. Apart from some minor obstacles, the findings indicate that the Swedish legal system for property for-mation, to a larger degree, suffers from a complex interconnection between the legislation on real property formation and the public regulation of permitted land uses. This intercon-nection is not present in all processes in the Finnish system, which will simplify the road towards digitalization of the property formation process in Finland. - The effect of proximity to a subway station on residential real estate prices

The equal price principle, which means the value of the property is distributed evenly across the entire property regardless of zoning regulations or terrain features, has become an established method for determining expropriation compensation in partial expropriation situations within binding plot division areas through legislation and case law. However, the legal practice and procedures for partial expropriations of building sites outside binding plot division areas are not as clear-cut. The study delves into literature on the subject, legal practices, expropriation survey practices, current Finnish expropriation legislation, the ongoing expropriation law reform project during the study and Swedish expropriation legislation concerning partial expropriations. Additionally, experiences of surveyors conducting expropriations at the National Land Survey were collected regarding the application of the equal price principle and supplementary land purchases for building sites outside binding plot division areas were examined using the property sales register. Based on the research results, no legal, economic, or legislative reason was found to adhere to the equal price principle in determining expropriation compensation for building sites outside binding plot division areas. By examining voluntary trans actions in the property sales register, it is observed that the same price per square meter is not paid for additional areas acquired for existing building sites as for the area needed to obtain building right. This supports the idea that the area needed to obtain building right has a higher value than the area succeeding this and thus the equal price principle is not the best method for valuing building sites outside of binding plot division areas. A fairer expropriation compensation in partial expropriations could be achieved using the difference value method, which involves determining the compensation amount to reflect the difference in the property’s value before and after the expropriation. - Erilaiset rasitesäännöstöt ja sääntelyn yhdenmukaistamisen mahdollisuudet

These problems respond to institutional and political approaches instead of technical solutions. Rising sea levels, for instance, put waterfront areas at risk of coastal flooding. To minimize this risk land-use regulations can be effective. Although many strategies have been developed for managing wicked problems, few efforts have focused on evaluating the effectiveness of land-use policies in regulating wicked environmental problems. This study develops a framework for evaluating the effectiveness of land-use policies in preventing sea flood risks. The study area covers the coastal regions of Helsinki and Espoo, and the timeframe of this evaluation expands from 2000 to 2018. Through the developed framework, land-use scenarios are simulated based on specific values, which reflect the effects of a policy set. This framework can be adapted to assess the effectiveness of land-use policies on different land-use conversions. The data used to conduct this research include the CORINE land-use cover dataset and the sea flood risk dataset provided by the Finnish Environment Institute (SYKE), international land-use planning and regulation guidelines, national legislation, and other relevant documents. Furthermore, land-use simulations were generated by GeoSOS-FLUS software. According to the results, fewer vulnerable land-use types are located within the sea flood risk zones in 2018 compared to 2000. This demonstrates positive land-use planning performance in the target areas. This simulation also shows a strong similarity to actual land use in 2018, proving the framework's reliability. - Evaluating the Effectiveness of Land-Use Policies in Preventing the Risk of Coastal Flooding : Coastal Regions of Helsinki and Espoo

Coastal flooding due to rising sea levels, for example, poses a significant threat to waterfront areas. Land-use regulations represent an effective means of mitigating this risk. Despite the multitude of strategies developed for tackling similar problems, relatively few have concentrated on assessing the effectiveness of land-use policies in managing such issues. This study examines a framework for evaluating the effectiveness of land-use policies in preventing sea flood risks in the capital regions of Finland. While the focus of this research is on the coastal regions of the cities of Helsinki and Espoo, its implications extend internationally. By integrating Geographical Information System (GIS) and simulation tools, we simulate future land-use scenarios based on values that reflect the effects of land-use policies. This framework can be applied to other coastal regions worldwide facing similar challenges. Using land cover data and GeoSOS-FLUS software, land-use simulations of the target areas were generated. Land-use planning performance in the target areas exhibited positive changes, as fewer vulnerable land-use types were located within the sea flood risk zones in 2018 compared to 2000. This simulation also shows a strong similarity to actual land-use in 2018, confirming the framework’s reliability. This paper presents a novel framework for evaluating the effectiveness of land-use policies in mitigating coastal flooding risks, focusing on the coastal regions of Helsinki and Espoo, Finland. By integrating GIS and simulation tools, the research demonstrates the utility of these tools in tracking land-use changes and analyzing policy impacts, enabling a nuanced assessment of policy effectiveness. Land, an indispensable requirement for human sustenance and a catalyst for fostering economic progress is at the heart of various developmental initiatives. The United Nations duly recognised the significance of land when it was incorporated into the 2030 Agenda for Sustainable Development Goals in 2015. The integration of technology into land administration has been well established in developed nations for quite some time. However, in developing countries, such as Nigeria, the adoption of technology in this field is a more recent development. This is mainly because of the historical reliance on manual practices in land administration. In recent years, Nigeria has undertaken efforts to enhance its land administration system with the objective of establishing a transparent, efficient, and sustainable framework. This framework is commonly referred to as the Framework for Effective Land Administration (FELA). This study endeavors to evaluate Nigerian land administration within the context of the Framework for Effective Land Administration (FELA), focusing on technological integration. It seeks to identify any shortcomings in land management practices through a thorough and systematic review of the existing literature. Through the utilisation of focused keyword searches pertaining to land administration in Nigeria, this study examines the ramifications of integrating technology. The exploration pertains to the utilisation of technology integration to enhance the fulfilment of FELA's objectives within Nigeria. The historical evolution of land administration in Nigeria is discussed, and the study investigates various aspects of technology integration in Nigeria's land administration. The conclusion underscores the imperative of unwavering commitment to continuous technological innovation, policy reforms, and capacity-building initiatives for the full realisation of the Framework for Effective Land Administration (FELA) in Nigeria. Addressing the challenges in technology integration within Land Administration Systems (LAS) in Nigeria and identifying key factors for integration, this study produces the prerequisites that would facilitate technology integration in the country's land administration. The findings of this research provide a solid foundation for future advancements in the field.
