Standardisation improves the compatibility and safety of products and services, protects consumers and the environment, and makes the domestic and international trade easier. Standards can be used to describe the contents and purpose of products and services, and to determine certain requirements e.g. for quality and reliability. The rescue service equipment has the purpose to protect people and the environment against the dangers of fire. In Finland, the Safety Technology Authority (TUKES) supervises the technical safety and reliability of this equipment. The rescue service surveillance authorities, i.e. the Ministry of the Interior and TUKES, aim at reducing the number of fires and the damage caused by them. The Department for Rescue Services of the Ministry of the Interior in early 2005 started a project to find out the benefits of standardisation in achieving the targets of rescue services. The project aims at mapping out the present situation of the rescue service equipment standardisation and to examine the functionality and effectiveness of the system. The final results of the project include a layout of the operation principles to help manage the participation and influence of an authority in the standardisation work in future. The results and stages of the project are described in this publication. The principles laid out for the standardisation of rescue service equipment set up the operation framework and targets for the Department for Rescue Services of the Ministry of the Interior and TUKES. The principles aim at supporting the achievement of the targets laid down in the rescue service vision and within operative and financial planning. The operation principles sustain the changing product legislation, which even more underlines the importance of standardisation, leading to an increased gravity of the standards and the activities in connection thereof. The project also included laying out a description of the process, in which the Ministry of the Interior and TUKES will participate in the standardisation of rescue service equipment and how they should evaluate their participation in future. One of the major conclusions of the project was that standardisation was recognised as one of the vital tools for the authorities in their work to affect the development of social safety and reliability.
