- The “Aesthetic Turn” as a Bridge between Communicative and Agonist Planning Theories : Exploring the interplay of “consensus” and “dissensus” with a view on its implications for Finnish planning

The paper starts from the observation that a number of advocates of agonism have followed the so-called “aesthetic turn” in political thought. They have emphasised, in particular, the politically progressive potential of the mode of reason that Kant introduced in his aesthetics, a mode that deviates from the Kantian theoretical and practical modes of reason, and one that has generally been marginalised in modern societies. While the proponents of agonism wish to make use of this mode of reason when attempting to challenge hegemonic projects and give voice to marginalised groups in society, Habermas has been generally taken to be one of those philosophers who marginalize the aesthetic mode of reason. Yet, also Habermas has found inspiration fromKant’s aesthetics, including the notions of consensus and sensus communis. Hence, the paper revisits Kantian aesthetics to search for a common ground between Habermasian and agonist views of politics and planning. It ends up arguing that the notions of consensus and dissensus do not stand for mutually exclusive orientations in planning, but both of these orientations have their places in planning systems and practices. The paper takes a look at some recent case studies that have charted potential places for productive agonist confrontations in the British development control based planning system. Having done so, the paper ends with some suggestions as to where would be the appropriate places for respective approaches in the context of Finnish planning. - Agency in circular city ecosystems—A rationalities perspective

In this paper, we add to that discussion by arguing that the concept of rationality opens new avenues to theorizing relational agency in transitions toward a circular economy. To this end, we compare rationality conceptions from management (e.g., collaboration and competition) with critical theory perspectives on rationality (e.g., instrumental and communicative rationality). This leads us to develop a typology matrix for describing plural rationalities underpinning relational agency. We illustrate this typology using excerpts from an in-depth case study of an ongoing city-coordinated ecosystem that develops a smart technology-enabled urban area based on the principles of circularity. The first contribution of this interdisciplinary paper is to offer a rational perspective on theorizing the antecedents of relational agency in circular economy transitions, where communicatively rational action enables agency and change. Secondly, our paper contributes to the literature on circular cities through conceptualizing circular transition as simultaneous collaboration and competition. We use the Deweyan theory of the public, the Habermasian theory of the public sphere, and the recent theories of the digital public sphere as our framework, asking what should be the relation of public planners to the digital public sphere: should they try to manage self-organising participation, or should public opinion formation be free from the influence of public authorities? The empirical part of the study reflects on this question by investigating Finnish planners’ experiences of the role of social media in planning in the light of two recent surveys.
