School of Engineering | Master's thesis(2012) Jokinen, Helena MaaritThe goal of this thesis was to find out options to mitigate the harmful effects of climate change in municipalities separate procurement. To achieve this goal, a survey was carried out to find out the amount and types of separate procurement in municipalities and how climate and environmental aspects are taken into account. The purchases of the merchandise and services, which were independently carried out by the Lahti Region purchasing member municipalities, were the targets of this study. Also a closer look was taken at the purchasing of office furniture and the practical test of a lighter version of a carbon footprint calculator developed by Julia 2030 project. As to public procurement, the overall situation was good in the municipalities that responded the survey. Procurement Department of Lahti Region is responsible for procuring about a hundred products. In addition, the procurement of outsourced operations is not included in the municipal purchases and is mainly carried out in larger quantities than in a single municipality. In the analysed municipalities good decisions had already been made to mitigate climate change. To carry out climate-friendly purchases, it is, however, essential to learn new ways of thinking and adopt new practises. Also the attitude and activity among the municipal authorities play an important role. As to procurement of climate-friendly goods and services, some tools have been introduced but their use requires familiarization. As well, know-how is needed to implement a high quality procurement process. Also there has been a prevailing common misconception that climate-friendly procurement solutions are always more expensive than the conventional ones. The most important factors in increasing climate-friendly separate procurement In municipalities are developing the knowledge, increasing resources, expanding cooperation and commitment at the municipality, including the management, and developing the innovation and funding mechanisms.
