- Large-scale agile transformations in public sector organizations: A case study
School of Science | Master's thesis(2024-11-17) Ingervo, ValtteriContext: As the rate of digitalization grows, more public sector organizations have to organize software development to offer their services digitally. Although originally designed for single team and product settings, the benefits promised by agile have also attracted larger organizations both in the public and private sectors. While a growing scientific knowledge base for the private sector exists, detailed studies regarding large scale agile transformations in public sector organizations are scarce. Objective: This thesis aims to investigate the motivations, transformation processes, challenges, success factors, and outcomes of large-scale agile transformations in public sector organizations. Methods: A multi-method approach combining a case study of Kela and a literature review inspired by the SLR approach was used. A total of 21 hours of interviews and multiple documents were analyzed, while six databases and six top ranked research venues were systematically scanned to arrive at thirty papers used for the literature review. Results: Speeding up development and general increases in productivity were the most common motivations. The use of pilots, new roles, teams, and changing organizational structures characterized many transformation processes. Common challenges were agile being hard to learn, and bureaucracy and authoritative culture. Successful pilots and suitable tooling helped many organizations in agile adoption. Better overview of development, and faster development and response times to changes were common outcomes. Conclusions: For practitioners, this thesis suggests the use of pilots, and experimentation to find a balance between alignment and autonomy. For research, this thesis identifies the need for further studies on the effects of public procurement legislation on agile development, and studies focused on producing rich descriptions of public sector agile transformations. - Tiimien autonomia laajan skaalan ketterässä ohjelmistokehityksessä
