School of Engineering | Master's thesis(2012) Ala-Outinen, LottaThis thesis examines the safety of inland passenger traffic by using the formal safety assessment. The first three steps of the assessment were done: identification of risks, evaluation of the risks and defining means of risk control. The safety studies of the inland passenger ship accidents conducted by the Accident Investigation Board of Finland were used for the identification of risk factors. The studies were treated by event maps and systematic analysis. In this way the chains of events and similarities in different accident types could be found. In addition some visits and interviews were done in the inland passenger's ships during the process. The actual risk analysis was performed by using Bayesian network. Accidents were categorized into three groups: groundings due to operational error, collisions due to operational error and technical failures. The rescue actions were assessed as its own network. For the risk analysis, accurate probabilities did not exist, so probabilities of the factors were divided into five classes. The value of factor was defined according to the class given to it. The importance of different factors was assessed by placing each factors class alternately to the best possible. This way the effect of improvement of each to total probability was researched. Effects were announced so that most effecting factor value was 1, and other factors were proportionated according to this. According to the results can be said that actions of the crew has the highest meaning to safety of inland passenger-ship traffic. The most effecting factors were safety attitudes, the ability of the crew to act, alertness, experience and skills. These can be improved by training, raising awareness and motivating. In rescue actions the repairing of the damages had the greatest influence to safety. Still all damages could not be repaired when the control of the situation becomes most important.
